How to paint Aspin wood baby furniture?

I'm trying to paint an aspen wood "expresso colored" changing table for my baby's nursery, so i need something thats safe with no harsh chemicals. What would be the ideal step by step way to paint it…and i'm confused about whether to use paint or stain, whats the difference? Do i need to use conditioner and primer or just one of them? also should i also sand down the furniture to begin with.

To stain you HAVE to remove ALL the old finish down to the bare wood.

To paint you sand enough to rough up the old finish, prime, and paint with latex gloss or semi gloss paint.
