How to paint Aspin wood baby furniture?

I'm trying to paint an aspen wood "expresso colored" changing table for my baby's nursery, so i need something thats safe with no harsh chemicals. What would be the ideal step by step way to paint it…and i'm confused about whether to use paint or stain, whats the difference? Do i need to use conditioner and primer or just one of them? also should i also sand down the furniture to begin with.
